1) In medium saucepan over a medium heat, heat the oil and add the onions and peppers; saute until translucent. Add the garlic, tomatoes and minced meat Cook until the meat is browned.
2) Add the rice to the mixture and cook over a low heat for 3 minutes, coating the rice with the oils from the pan. Add the beans, chicken stock, water and seasonings, bring to a simmer, then cover and cook on low for 20 minutes.
3) Fluff with fork and garnish with spring onions.
